On page 397 on my book the Master says " In Lake-town we have always elected masters " when the towns people are yelling King Bard,King Bard. And in an election the towns people choose who they want. So why did Bard not become Master? The people clearly wanted him to be.

On page 239 in my book the master says "For what fault am I to be deposed?.....From whom should we claim the recompensense of our damage, and aid for our widows and orphans?" the master draws their attention away from the new king and turns it to the Company. So then the people don't want a new master right now they want revenge on the Company.

Err, I'm just supporting my answer with textual evidence, because on the last post I didn't include a direct quote. On page 272, the Master says "Let 'King Bard' go back to his own kingdom-- Dale is now freed by his valour, and nothing hinders his return."
