The hero may well come up against a 'father figure' who must be beaten, persuaded or whose approval must be achieved in some way. Ultimately, by whatever means, the difficult relationship between the two must be reconciled.
This person may well be a person in high authority or who has significant power in some way. It may also be a god or immortal of some kind.
The father figure may even be something symbolic, such as an ideal or concept which acts as a directive to the hero.
Does Bilbo come to terms with a tremendous source of power? What experiences mark him as ready to take on the new roles of his or her transformed self? What behaviors, attitudes, relationships, etc. must be sacrificed to achieve this?

My first choice would be gandalf but they don't have a difficult realationship and he is not there anymore. And Beorn's approval must be met but he isn't a father figure. I may be getting too far ahead in the hero journey to answer these.

I think this is when Bilbo is 'reunited' with Gandalf, he has helped Bilbo through his hard times and encourages him that he did the right thing, I guess coming to terms with Gandalf's expectations. His bravery and experience has transformed him into a better burgular.
'Well done! Mr Baggins!" he said, clapping Bilbo on the back. "There is always more about you thay anyone expects!" It was Gandalf. p.273 in the LGB
