What do you think the significance if the title of this chapter is??

I guess fire is Smaug and water would be the lake. And that's basically the connection (because Smaug goes to Lake-town and lights the place (surrounding trees and stuff) on fire, near the water. I don't think there's any significance but... it just is what the chapter is about. :P

The title "Fire and Water" shows how the two elements oppose each other. It's kind of like an analogy to "Smaug and Esgaroth." On page 268 in the big-ish black book, Smaug reasons in his head that the lake that surrounds Esgaroth is mightier than he is. The title shows how the relationship with fire and water is similar to the struggle between Smaug and Esgaroth.

Err, I'm just supporting my answer with a direct quote from page 268 since I forgot to in my last post. In the very first paragraph, it states "..the lake was mightier than he, it would quench him before he could pass through."
"Once more water was flung by a hundred hands wherever a spark appeared." Smaug spit fire all over the town untill he got shot by Bard and fell into the lake. I think Fire and Water means Smag falling into the lake.
